Looks like the trapcode shine was applied to the character. So yeah... try to do this:
1) Duplicate the layer;
2) Mask the character with the pen tool (even a rough mask should be fine);
3) Apply the trapcode shine to this layer. Those setting look like the colorize has been set to "Mars", the ray length has been reduced to perhaps 2 or so, and the source point has been moved on the top of the screen, over the character.
As for the background, it just seems like a Fractal Noise overlayed onto the image. Just overlaying it would affect the character too, though, so perhaps you might want to:
1) Duplicate the original layer;
2) Mask out what you don't want to have the noise;
3) Creating a new solid layer and applying the fractal noise effect to it;
4) Placing this layer between the mask and the original image and setting it's blending mode to overlay.
Those should do it.
