Vegas-How to do this transition?

I've seen this transition (or effect?) used in many videos, please help if you can:

It's the transition at 0:22-0:23, when a lot of clips almost spin around together.

Transition at 0:07-0:08 (another is 0:09-0:10).

In vegas? Speed up clips, use pan\crop to zoom, slide and rotate, Add alot of directional blur, and at a discreet point switch scenes.

on that last video he posted, how would you do the transition from 0:05-0:06? except maybe a bit slower.

It looks like just a white flash, or possibly increasing the brightness to give it that color.
