Question About Motion

When I enable motion it causes the object or frame being moved to look like it has horizontal lines running through it. I figured it might have something to do with interlacing so I tried a few things but I can't get rid of these lines. Any help would be appreciated. I am using Adobe Premiere.

In your project settings you have it set up to use interlaced footage.
