That's cause they are considered finished vids. It doesn't depend on being full song or ending suddenly, if the creator considers a video finished as it is, it's a finished vid and not a beta.
This was an ic, but both vids, no matter the length and the kind, are considered finished by the respective editors, hence why it's possible to make an entry and upload on local.
