If you mean what kinds of releases have 4:3 ratio images with 720 vertical lines and are not the product of an upscale, then for the most part you're SOL. Certain visual novels have large-res, 1600x1200 event CG (like Ina Koi!, which I did use to create a 720p sequence), and I do think some 4:3 material was released on HD DVD that retained its original aspect ratio (that may have been possible only through pillarboxing, though - I dunno what HD DVD spec allows as far as resolutions are concerned, technically speaking).
So in short, if it's not released as 4:3 (with or without pillarboxing, depending on spec) on Blu-ray or HD DVD, or can be adapted to 960x720 like stills can, then your only option is to upscale, which is usually a complete waste of energy, computational cycles, and filesize. The only time I could see it being desirable is if the upconversion of your HDTV and/or DVD player totally sucks and you can get a better result from AviSynth's resizers.
