I think we've decided on the video technical specifications.
I've decided against using a Premiere project file. Since it will not really help us out in any way. In fact distrubiting a large 60 -80MB WAV to 24 people does not seem like a good idea. It also gives people the chance to go, oh I don't like that part. I'll just edit over here instead. Then they send us stuff that's all wrong for what part.. Or something :p
Instead, basically the idea is that you must export @ 24fps. Read the rules/guidelines for more info on it.

Segments must be submitted @ 640x480@24fps. The easiest way to do this is to set Premiere up with Timebase:24, Timecode:24 & Framerate:24. You can also use other ways, like AVISynth's AssumeFPS(24) or virtualdub to alter the framerate of your source clips. It's up to you, so long as it looks synched up @ 24fps.
Segments must be submitted in either huffYUV or XVID w/ 1-pass Quality @ %100. You can use whatever codecs you want while editing, so long as the final project doesn't look shitty.
