What is a Tsundere Character? I have an idea but i'm not sure.
And also, does it have to be a girl?

Tsundere (ツンデレ, Tsundere?) is a Japanese character archetype that describes a conceited, spikey, combative personality that later on turns to being modest and loving. It can also describe a personality that is good-willed, but its attitude and actions often contradict its nature. Originally found in Japanese bishōjo games, the word is now part of the otaku moe phenomenon, reaching into other media such as anime, manga, novels, and even mass media.

As for the girls only preferably because of the song i am going to use.

Maybe Dokuro-chan from Bokusatsu Tenshi Dokuro-chan depending on the kind of clips you're looking for. She is sometimes nice to the guy she's protecting but also murders him constantly.
And maybe Faye form Cowboy Bebop

though i love hirugashi and own some of the original Genon Dvd's i am not going to use them because they don't really show the Tsundereness that character types such as Shana from Sns or Asuka Langley from NGE have its not a murderous type of character Shana is probably the best example from Sns Season 1 she yells at Yuji all the time yet still loves him even though her tough girl act keeps her from admitting it. That kind of character ^^

Rena and Shion are not Tsundere... if anything they are Yandere.

Hinagiku Katsura - Hayate no Gotoku

Tsun Tsun Dere Dere.

Are we using the OLD understanding of Tsundere? (One who is initially cold, but later warms up the the protagonist? eg. Faye Valentine from Cowboy Bebop) Or are we using the NEW understanding of Tsundere (A girl who has a dualistic switching from lovey-dovey to violent backlash. e.g. Kaname Chidori of Full Metal Panic!)

I would actually have to argue that Nagi Sanzenin is more of a tsundere (new school) than Hinagiku. Hinagiku is more violent, while Nagi has the traditional switching from love to violence. In fact, a number of the girls voiced by Rie Kugumiya seem to be tsundere, including Nagi, Shana from Shakugan no Shana, and Louise (long title) Valliere from Zero No Tsukaima.

One could argue that Kagami from Lucky Star is a tsundere. (There was the Lucky Channel short about it, even.) But she might be disqualified under the question of whether or not she's actually in love with Konata

There is, of course, Rumi Nanase from the game One, by Key. Her direct spiritual successor is, of course, Sawatari Makoto from Kanon. I believe she's also the first tsundere to sport the "twintails" look.

And Kaori from City Hunter is probably the first of the new-school tsundere.

and that's all I can think of off the top of my head. I don't like old-style tsundere as much, so there's no real representation of them here.
