also, i know there's an issue with time zones since this competition is located in Russia, so if I live in New York of the United States, what is the exact deadline? [time and date please]

Deadline for registration is 1 Dec 2008, 23:59 Moscow time (GMT+3). If you live in New York (GMT-5) that is 23:59 - (3+5) = 15:59. Or 3:59 PM in funny time units.
