How to outline masks in sony vegas?

Does anyone know how to? I use Sony Vegas 6.0, any help appreciated =]

Copy the mask. Put one layer on top, one on bottom. Add a glow to the bottom mask, adjust it.

I dont get it. If you put one mask on top of the other...then how does adding glow to the bottom one matter. The mask on top will block the bottom one.
