I think that there isn't a person alive that couldn't find a way to be as intelligent as anybody else. The problem is that some people DON'T have that drive to be as intelligent. For those that lack the drive, they need occupations to fill that lack of drive. I remember an old debate I had with a good friend of mine regarding this same subject. We came to this agreement (after about two hours of bickering)
"People has the capability of being whoever they want to be, they simply lack the drive necessary to do so."
For example, I will admit that I'm overweight. I would like to be able to lose some of the extra weight and get in better shape, but I simply lack the drive to do so. It's a similar concept with intelligence.
So for the "dumb" people, we have occupations that can fill their needs (like Bashar said), and still not leave them on the streets homeless and without a job. But we also offer institutions to give those with the drive to get an education and find intelligence (like Guy said).
That's at least what I believe anyway.
