Allow opinions on vids not downloaded from the org

Japan Expo 2008 came out and I was hoping to give some real feedback in the opinion section, but I haven't downloaded from the org, i got them from the link in the announcement section.

Perhaps a chance to submit an op with the option for the creator to not allow the op to go through. I dont want to waste the org's bandwidth re-downloading a vid i already have just to give it ops. If my opinion i give is legitamate, with actual constructive criticism or otherwise a carefully thought out op, than the creator can let it pass.

Also id like to be able to delete and resubmit an op.

As a AMV creator I learn more and see my old ops as terribly useless and know I have better feedback on the same vid than before. Allowing resubmit ops would allow the ops to grow as the user grows.

For some reason, I was under the impression that you could edit your given opinions. I could be completely off though, seeing as I've never even given an OP. And of course, that's only in response to the second post...
