
The .org has roots in distinctly American AMVing culture, but it's not the only AMVing culture, and ultimately others are starting to catch up. I don't think voting blocks are nearly as much of a factor as cultural differences. Ultimately the way AMVing is approached in different places is different. One thing I've observed outside the English-speaking countries is the fierce technicality and competitiveness, on levels we generally aren't used to here. Even the genres of videos that predominate are different - just look at the predominance of drama videos at cons here, and compare it to what you see at European contests...
