How to add black before/after vid in Premiere Elements 4

How to add black before/after vid in Premiere Elements 4

So I just started working with Premiere Elements 4.0, and a question came up. A lot of cons ask you put 10 seconds of black before and after your video. Short of moving things around on the timeline, is there a relatively easy way to add the black into the vid?

(By the way, I get the feeling the answer to this is right in front of my face, but I've done a number of searches on the forums on it and came up with nothing. So if this question's been answered already, please let me know.)
