3Adobe Premiere Pro Strobe Effect

This is so far the best way I have found to make "Tempo Flashes" as I call them, in my AMV's. Anyone know where I can find a tutorial on the strobe effect? I have looked throughout Youtube.

Also if you know of a better way to do these flashes please let me know.
