Actually "Telecining" refers to 3:2 pulldown which is 24fps slowed to 23.976fps->29.97fps... PAL uses 2:2 pulldown which is 24fps sped to 25fps and then stretched on fields.
I've never heard of the 2:2 pulldown process called telecining. But I could be wrong.

So if I got the guide right, I bring down the framerate with IVTC from the NTSC 30 to 23.976 and also change my audio according. But after the project is finished, do I have to export back to the NTSC 30 or does it stay on the 23.976fps? Cause then I could export to NTSC for Internet Distribution and to PAL for my own home expierience
