in order to do those kinds of effects (the easy way) you are going to need video editing software with more than one video track.
most of the effects you see are just either solid images with a lower opacity overlayed (placed on the track above) on the video.
the bars are just bars made in photoshop or the gimp or whatever overlayed over the video as well then panned into place.
you could if you wanted to manipulate the images frame by frame in photoshop but that would take ages, your best bet is to get an editing suite that allows for more than one video track create the images you want then place them in your video project.
Vegas, Premiere or Magix are the most used programs that fit this description.

The effect you are thinking of is called masking/rotoscoping...
though I think that particular scene might be in the original footage.... (lots of people use the Yogurting "opening" as a means of looking like they are doing fancy effects when really that's just how the opening looks)
you are going to have to tell us what programs you ARE using in order to give you more information as to how to do it.

actually after watching more of it, I can tell you the only "effect" the editor did in that entire video is the hue cycle...

well then you will probably have to export the part you want to "cut up" into a series of images and then cut out the part you want to cut out in photoshop then import all the frames back in Magix... that's the basics of masking.
