3d layer + camera shake + camera motion + intermittent blurring + drawing layer in another composition done frame by frame in Photoshop... Just a guess, but that's how i'd do it.

Also, particle effects for the paint blob on another layer.

Um... well since that video is a video response to a preview of a tutorial that will show how to do it... um... yea, id just wait on that tutorial.

we'll now i figured it out on my own...i wanted to know if anyone knew how to make a pic come in like a brush stroke transition. Like this is what im trying to do, after i show the sketch of naruto i want a brush stroke come in the outline showing naruto.
