Being a viewer of only two years, I really can't say much, however I have noticed something.
When I first started (about 2006), video quality was not stressed NEARLY as much as it is now. Xvid was the popular codec, and people were more interesting in what you actually edited, instead of the more technical aspects. I specifically remember the videos I really liked from this year. I was in love with the slow and well edited Loveless Video by Radical_Yue, and Dark Dance by Jaddziadax.
Last year (2007), the MP4 container got more and more widespread (even in the late late 2006 year), and now it's virtually the accepted container. I've seen people completely ignore videos based on quality alone, and here's where I started noticing the "effect-whore" videos get spat out. Like Spoil and Magic Pad, just to name a few. I think this is when videos started getting either really shallow or really concept-weak. Of course, there were obvious exceptions like Plunder Propogana and Daydream. But for the most part, I found myself less and less active in the AMV Announcements forum, because a lot of the things getting posted were the same stuff over and over again.
This year (so far) seems to be a continuation of last year. Effect heavy videos are still getting pumped out, and concepts are getting weaker. Though there is hope, IMO. Autraya's To the Hereafter and Infinity Squared's Human video did well to break the mundane concepts. Songbird21's Unbreakable and kiarren's Ouran Day are also breaking the mold, with well edited and solid videos going "back to basics" and matching a good concept with solid editing and great footage.
Who knows what this year is going to hold?

Videos I suppose have been getting faster and faster, with the only limit being the frame rate (and what the human eye can catch). I think there's a time and place for such videos, but I think one way at looking at "eras" is the mentality of the editors.
To use this as an example, are more people prone to think that being able to create a high paced AMV similar to achieving some sort of new level in editing? Drawing from my experience, in the past 3-4 years, I've sort of thought that slowish videos aren't challenging enough and to create a much more tightly beat-synced video is the natural end goal to aim for.
Was there ever a time when this wasn't something people thought of? At the bottom of everything, be it a progression in styles, or a shift in the level of intricacy of videos, or any other apparent results, I think it comes down to how editors of the day believe as a group. I wouldn't go so far to say a 'new level in editing' but I completely believe this, ever since I started. back in 2004 when I started making vids, I got bitched at for low quality and I was sure it was going on before I came around.
And as for effects whoring, that has been going on since well before Euphoria...
Taking Euphoria as an example: it just made "boxes" and "kewptangles" popular, as other vids have made other effects popular. I could name examples but you would all know them anyways.

You won't believe me without evidence, and you're right to do so. I'd provide it, but digging through the forum database is slow going, and I want to bring this up before it's no longer relevant.
So until then, opinions:
I think these "eras" are merely a function of technology and The New Cool Toy On The Shelf. Artistic influences have nothing to do with it.
Those who can use the tools, use the tools. Those who can't...well, they just bitch about it. Said another way, these "eras" are just a shift in tools and bitching about a particular tool vendor. (No pun intended.)
The amount of bitching, and the general subjects on which said bitching has been done, has been the same thing ever since this damned hobby hit the internet. Video tech, effects, The Dying Depths Of Concept And Storyline, blah blah blah.
