Switching old local downloads with newer ones?
Is there a rule against deleting your old local downloads in order to upload and replace them with better quality ones?

Not a rule against it, but a specific process in place to implement it so that it isn't again used as a trick to delete your video and never upload a new one.

Actually, if you really want your work removed, you can always ask, but the request has to be pretty strong.
I previously asked for a video to be removed from local, and have since replaced it with a direct link.
The stated goal of the Org is to database all AMVs created. There is nothing in the Org's operating procedures that demands you make your video available for download either on or offsite.
