If you'd be working with pal footage, you'd be used to 25 fps footage.
A simple fine avisynthline in your script can change the frame rate of your footage =)

Also, most of the Time it will also work to just save your Video out of your software with the needed frame rate, unless you're a very seizurefetic or beat-sync driven editor who really needs those 29.97 fps for his editing (which I know you arent), that should work just fine.

from memory premiere doesnt accept 23.976 footage, you have to use 24 fps

That might Work.
I really liked that Beta (even with those "quality-issues") btw, sweet atmosphere and good Flow, I think you should tone down the fadeouts though.

If noticing any off-timings, go back to your project and change those parts and make them off-timing in your project, then render again and after doing what I said above..the timing should be alright, since the 29.97 > 24 fps change will throw off those off-timings...and push them in the right place so the timing is correct
