In terms of the VCAs? (in which case it's become a 4-page thread in the news forum) Or in terms of the way the system works on the site? Or in terms of theory?

An MEP is a collaboration (in the same way a square is a rectangle). It's just a collaboration that's more organized and public than a handful of people (like, say, a studio) getting together and making a video.

I was told once that a collab is 2 people editing together on the video and a mep is 3+.
I can't remember who said it and I don't really care but that's how some smart ass spelled it out on the announcement forum.
and others on the thread agreed so that's the "guidline" I've been following for awhile now

Collaborations are standard one track AMVs with more than one editor. 2 or more. Doesn't matter if it's a gazillon. As long as it is one track. Usally not more than 3, but no reason why it can't be.
MEPs are where each editor has his or her own track. Usually massive, but again, no need to be. Two editors with one track each inside of one video file = MEP.
