What is hands down the best way to export Vegas 7.0?

For the best video and audio quality while still staying under 100 mb what is the best option?? If it involves other programs tell me.

you'll probably end up using virtualdub/mod, meGUI or Zarx264GUI to make the final encode
then you'll move on to the post production section (read the whole thing if you haven't already)
