you probably wont find much action animes with a Girl as Main Character that does't have at least a bit of fan service..

nakedness =/= hentai..

I don't think that any of the nudity in Elfen Lied could be considered sexual, that is unless you get off on naked chicks decapitating and disemboweling all the people in her way.

That amuses you?,Well..okay.But thats not how i meant it,i noticed how elfien lied was their,and i consider nudity hentai,I know that Eflien Lied isent hentai,but its still something i dont want to see.The others i was just asking about,because i want more of an action anime with no nudity in it,i guess ill just try out the rest of the Animes that were listed and see if i enjoy any of them.

Alright,ill try Burst Angel,Gatekeepers 21,and Gunslinger girls,and Noir,and like i said,i was just asking about Noir,i never even heard of it,and just didnt want it to be hentai or something like that.
