Essentially, it would be a forced first stop. Where all of the stickies would be placed, and where even the stupidest of questions would be answered, even if answered ten minutes prior. If new members have no choice but to post their first few posts inside of the newbie forum, especially if it's to receive something of value, such as the right to upload to local, then it will curtail those postings elsewhere. Curtail, slow, restrict, restrain. But what of meta discussion then that goes on in General AMV.. and the people who don't necessarily want to be involved in amv making yet still contribute to the conversation..
and who is to decide when they can go into other areas... I've seen amvers that have been around as long as I have yet still ask the typical "newb" questions because they haven't learned yet, or they have just recently decided to start editing.
I donno doesn't seem very fair either to force them post in one section in my opinion.

You're making this out to be far more machevellian than it is. I said a few posts, and I mean it. Personally, I don't think it's practical to make it anything but automated. There won't be a panel of elder statesmen (or women) who get to choose when I newbie is "ready." That is] unfair. Rather, it should be a some other automatically tallied event sequence that will allow the site itself to grant the user with full status. It could be post count, it could be "read this and check the agreement at the bottom" it could be a combination. The intent is to offer toll booths, not brick walls. If the toll booth slows the average newbie down, then it is a success.

And remember whatever we do have now, it didn't exist when I registered. When I registered there were no forums. Up hill. Both ways. In the snow. And we liked it that way.

I've seen this enforced in a few forums, and dunno if it will work here, but you could make it so the Annoucements board (and any others) are barred to newly registered members unless they have a high enough post count (And it has to be spam-free...meaning they can't spend all their time posting in the Anime and Music boards), and or any other criteria.
