would think they would be somewhere in the DATA file but none of the files in there have ".(avi,mpg,wmv, ect.)"

anybody think they know what to do?
More than likely, yes, it is the DATA folder. The files might be encrypted, or if not, simply stored in a specialized archive format which needs a proper conversion tool to get at (I doubt that they could already be in the right container/format but simply not have extensions). The bad news is, while the WESTSIDE libraries I mentioned earlier apparently do have tools for Phantasy Star Universe, from what I could tell none of them are meant for resource extraction.

You could try ExtractData:
http://atelibet.s11.xrea.com/side_yuu/tool/

Note: it does need to be run in either systemwide Japanese code page or through AppLocale, using Japanese code page. Just click on the folder icon and select the file(s) - if it can open them then the real contents will be displayed. Then, simply go to the second menu item (the one marked with the C), and select the second option, which will save everything the program has open to a folder you specify.

It's a Windows system setting. The instructions:

2000
Control Panel->Regional Options->General Tab->Language Support->Japanese

XP/2003
Control Panel->Regional and Language Options->Languages->Supplemental Language Support->Install files for East Asian languages

Then set default ANSI codepage set to "Japanese" (this is the recommended approach)

2000
Control Panel->Regional Settings->General Tab->Set Default->Japanese

XP/2003
Control Panel->Regional and Language Settings->Advanced->Language for non-unicode programs->Japanese

After that last step you'll need to restart the computer. If you want to change the codepage back to English then just follow the step immediately above this and select English from the list instead.

The alternate way is to use AppLocale, which doesn't require you to restart your computer in a completely different codepage (it is still recommended to install the East Asian language support though). AppLocale can be downloaded from Microsoft's website:
http://www.microsoft.com/globaldev/tools/apploc.mspx

It'll present you with a wizard where you'll select the program and then select the codepage. Japanese is the very last option in the drop-down menu (or at least it is on my computer) - it actually registers under 日本語, so just keep an eye out for that. To make it easier, it also allows you to create a shortcut so that you just have to navigate to Start->Programs->Microsoft AppLocale and click on the program you want it to run.
