ummm, was the guy on crack when he encoded that or something b/c that is some fucked up shit right there man!!!! good god, i dont think many ppl will be able to say that they have seen a file with a frame rate that high or higher! i guess u should feel special ^_^ i know i would.....well sorta

Yeah, and according to one of the heads of the Anime-Works fansub group, there are a few other episodes that have the same problem... He had just forgot the episode 12 had that framerate prob as well.
Oh well, It'll be fine by the time we get to episode 4. As it is, Episode 2 was released today, Episode 3 will be released sometime in the next few days, I am translating episode 4 at the moment, episode 5 is translated but being proofread, and Episode 6 is also being translated by someone else... Needless to say, we're gonna have this damn series subbed FAST

The reason for that is that many anime have some scenes that are 24 fps and some that are 30 fps. So for them to play back smoothly, the framerate needs to be a number that they are both divisible by, which is 120. Sounds good in theory, but then most monitors dont even have a refresh rate that high, so its utterly pointless. Hopefully these raw encoders will come to their senses. I wish I could find out who it is that does that and give him a talking to. He's caused me so much pain and agony. ~_~

I dealt with this problem when I was working on X TV for Anime Inc. It's quite easy to get around.
The way the raw encoders do it, first of all, is they capture the whole thing in the full 60fields per second, then they segment it to the parts which are 24fps and 30fps. They simply reconstruct progressive frames (if the fields are phased) on the 30fps portions, and then IVTC the parts that should be 24fps.
With X the guys were smart and just set the FPS meter to 59.97 which I'll refer to as just 60 - then they insert Dropped frames (basically frames with 0 video data, just the header info each AVI frame has) in every other frame of the 30fps footage to make it 60, and then insert a pattern like so for the 24fps parts:
10100 where the 1's are real frames and the 0's are dropped frames (since 24 x 2.5 = 60). I devised AVISynth scripts to get around this problem, and then used Decimated openings and endings to stick with 24fps files.
The encoders of whatever group made that file are morons. I've been meaning to talk to ANBU about getting back into encoding since it seems like the encoding standards nowadays are lightyears behind what the cutting edge is.
