PICVIDEO MJPEG : making the bitrate more consistent

I compressed my 1 min footage with the PICVIDEO MJPEG codec and i used the value 1 for compression, as a result the bitrate is about 2500 kbps only. Then i compressed a 20 mins footage with the codec again with all the same settings but the bit rate is about 4000 kbps, is it because the length of the video affects the bit rate? Can i do something to make sure the bit rate is lower as im running out of space?

Uhm. I guess now:

It´s called MJPEG. That´s why I think that every frame has a jpeg compression. jpeg always works this way (quality levels). I don´t think that there will be such a setting you would like to have.
