I want to have a MPEG-2 video from an uncompressed video with a 608X320 resolution while keeping this same resolution, meaning that the MPEG-2 video should have a 608X320 resolution.

I use TMPGEnc for my MPEG-2 encodes but it doesn't allow me to encode in a 608X320 resolution, I have to chose between 720X480 and 640X480?

is there a way I can have a MPEG-2 video with 608X320 resolution?
if yes, how?

Use AVISynth:

<b>AVISource("C:\[path]\[filename].avi")
AddBorders(16,80,16,80)</b>

Alternatively, one of TMPGEnc's "Video arrange Method" options should do it automatically, putting the video in the center and filling in the extra space with black to make it 640x480. Judging from the descriptions, it's probably "Center".

I don't want to obtain a 640X480 resolution.
what I want is 608X320.
without AVIsynth if possible.

Exit TMPGEnc's wizard, load in the 'unlock' template (should be in the Extras folder in the main directory's Templates folder), then load your video. The encode settings will adapt, but you'll need to pay attention to them.

I think the real question here is, why the hell do you have a video with that resolution?
