They're not chapters, they're separate titles with one chapter each. Players that treat pressing "Next/Previous Chapter" on the last/first chapter of a title as "Next/Previous Title" can skip around fine. Players that don't are stuck on the video until it ends (fast-forward works), and can't skip backwards without going back to the menu.

They're actually distinct and individual title sets. Some players will let you progress between them like chapters. However, after doing so and letting the current video finish, you'll likely end up back at the menu. Hitting "next chapter" on a disc mastered as such breaks the current program chain and it defaults to the next likely command, which we mastered as return to menu as if you'd selected to play that particular video from the menu.
Chapters are typically used for advancing to a particular point within the same title set, which would require merging all the videos for that disc into one large title set. Definitely doable, but it would restrict our ability to tweak and fix the title sets post-mastering. We'll put it out there for discussion in the future, assuming our mastering tools will properly accept a large title set with mixed frame rates.

Yeah, I only use my computer. But I'm glad to say I can skip to the end of the asshole video with ease ;p chapter select doesn't work, but each video is one section. So if you have that time bar (PowerDVD), you can skip around all you please.
You can also rip the vobs and do it totally digitaly... if you know how to rip ;p.
