Because they had bought time slots for 25 episodes, but they forgot to count/weren't expecting to make episodes 8.5 and 17.5, thus taking up two extra slots. Darker than Black was already scheduled to air the week after episode 23 aired, so 24 and 25 had to wait.

They also might have had to make some changes to the ending considering that there's now going to be a second season.

There's no way they can resolve a bunch of plot points into 2 episodes especially

we don't know what REAL role C.C. is playing, and what's the deal with Lelouch's father and that weird place he's in?

They can certainly end the rebellion in these 2 episodes with a huge bang though! 8-)

There's a lot more to explain other than what you said. I don't think they ever intended to do this in only one season.

I'm especially interested in the Emperor saying that he was "Just speaking to Clovis" when a page comes to call him for the funeral speech, C.C. always speaking to someone she calls "Marianne" (Lulu and Nana's mother is a Marianne) and the fact that Schneizel took over Clovis' research and made a biomech Orange-kun. Other interesting facts include Suzaku having been able to see C.C. inside Gawain in Episode 22 (and what on Earth is the "Druid System"?), Orange-kun having a little sister, Lulu's maid being a Black Knight without his knowledge and Shirley still knowing that he's Zero. If they continue at the same pace as season 1, I wouldn't be surprised if there were three seasons altogether.
What I really want, though, is for them to animate Suzaku of the Counterattack and Nightmare of Nunnaly when they're done with this one. And considering that this is the Gundam's Sunrise Studio we're talking about, the chances are high.
