Rules
In all likelyhood, the contest will be divided into 3 stages:
1) Sign-up until early July.
2) Editing from July 1 to July 30th. Those who have completed videos post them. Those who have not, download those already posted and complete theirs.
3) Voting (rules to be determined earlier) will occur one week after all the videos have been posted.
Depending on circumstances, deadlines may be changed either way.
Video requirements
1) Coarse language is NOT prohibited by rules. It is prohibited to promote inter-ethnic hatred, deposition of legal authorities or promote the use of drugs.
2) While not mandatory, it is strongly suggested your video contain the contest logo. This will be posted at a later date.
3) Two videos per participant maximum.
4) You must provide two versions of the video: full (approximately 10-15mb per minute of video) and preview (no more than 10mb for entire video). Format - avi (DivX). If you wish, you can also present an alternative version of any format and size. Videos that are less then 10mb in total do not need a preview version.
5) There are no limits on video length.
6) We will not accept videos that have already premiered, except for a-m-v.org. A participating video must have premiered no earlier than 1 February 2007. One exception that is allowed are videos originally produced for DepreCon 1.0 but were not included due to organizational issues.
7) Source footage: Anime; Videogames originally produced in Japan; Original art; 3D models in anime or traditional japanese art styles. Use of "additional materials" (any other art) is allowed, but only if this is justified by the video's concept.
8) Unlike previous cons, there are no theme restrictions. (The title is a joke, as according to stereotypes most AMVs belong to the drama genre. The contest may confirm or disprove this notion.)
9) If you have trouble accessing the internet, you may assign a single proxy to post for you.
About the contest
Aims of the contest
One of the indirect aims of the contest is to find, develop and reward innovative ideas in AMVs, and support diversity in AMVing generally. Theoretically, ideas that may not be noticed at more populated contests would find their place here. On the other hand, we are interested in the technical growth of editors, which is always reflected in contest results.
Connection to previous events
Last year on an AMV forum, the mini-contests "Cold War" and "DepreCon 0.5" were conducted. Due to certain difficulties faced by one of the organizing websites (forums), the idea had to be taken up by a new crew. DepreCon 2.0 is affiliated with the regular AMV convention "AMV'orld" in St. Petersburg, Russia (to date, two have been successfully conducted), as well as the contest at the Animatsuri convention. Videos presented here will have a better chance of appearing on the big screen. On the other hand, this is not the only AMV contest supported by Animatsuri. Due to its "niche" specific, it is by definition neither the main nor the important one. As regards the future contests of this type, originally it was planned to conduct them continuously with different rules and conditions (such as "Cold War", where participating videos had to use songs written before 1992). It is likely that this will continue with further contests.
Prize contents
News regarding prizes will appear over time. Previous contests featured music CDs as prizes. This tradition will probably be continued. On the other hand, to attract a wider circle of participants, it's probable that we will feature bonuses that will appeal to all anime fans. It's possible that for participants that live relatively far away, a special prize set will be put together (it's a waste to only send one CD long-distance!). This will be decided at a later date.
Advice
1) Better to produce a "decent" video quickly, then spend a long time making a "good" one. Keep in mind the contest deadlines.
2) Don't be afraid if you are new at editing! You may still surprise the voters, and there is also a special "judges award" that may be issued to participants who have shown solid effort, even if lacking experience.
3) Don't be afraid to experiment. As with "Cold War", original but unpopular videos may be awarded a special "judges award".
Those who are definitely interested, please PM Otohiko. He's currently dealing with a few troubles with his computer situation but will hopefully be able to act as a conductor between the communities. I will also try to get as much information so that if Oto isn't able to, I'll still be able to help editors to the proper forums for voting and such.

This is assuming you're making a video especially for the contest, which technically you don't have to. There's this odd tradition in Russian AMVing of making "contest videos" with the specific contest in mind. The opening-up for videos down through february is to accommodate wider participation, and that makes sense I suppose.

I thought about revising the whole date issue, but, I wasn't really sure on where to go. Sign ups ending in early july? It's already the 7th. The final date being the 30th? Eh.... seems a bit short notice for the foreigners, though perhaps it's to emphasize the whole, get something done! instead of spending large amounts of time and then never submitting a video, as I'm wont to do.
Oto, I'd also strongly advise you and your potential studio to pimp this. I've noticed a definite trend, if I do your bidding by proxy, the turn-out is much lower.
