Do not use "Best" or "Good" quality setting.
In the new version of vegas (the only one I've ever worked with), using best or good quality setting on rendering GIVES DIFFERENT RESULTS THAN THE PREVIEW MONITOR

thats bad, when you've been editing for 8 hours masking and the end result is SHIFTED BY ONE FRAME
because best / good FORCE motion blur on EVERY CLIP, making some frames you dont want seen visible.
EVEN IF YOU CLICK "BYPASS MOTION BLUR"
it'll get fixed soon, but until then, realize that this is a bug and you should use "Preview" export setting. It worked beautifully for me; Preview export setting has great quality: theres nothing wrong with it. (I compared the quality (linewise) of the "best" and "preview", there was no discrepancy even at 4x... I dont even know why best and good exist)
There, I feel better aboutr the few hours I wasted until I realized setting it to "preview" fixed everything.
