Check the sticky threads in the Screencaps forum for free picture editors. You can modify any picture you have or draw one of your own.

I have no dea what Naruto would die for, but a large rootbeer float comes to mind.

if you mean how to make an avatar, you go to profile and there will be a section where it says browse for photo or link, it will tell you the size limit, now you can take a pic off your pc or if you have an account like photobucket or something you can link to that, however you pic size will have to meet the requirements so right click your pic to check the size, if its too big double click it to open it in an editor and choose resize, and change the size to or under the max limit, the same goes for pics you link to.
It amazes me when people ask how to display an avatar, if you just looked at the profile section and actually read it, you would probably figure it out
