Ok, I emailed this person about their site because I think they are wrong. In the Sailor Moon R movie uncut version, Fiore is gay, correct? I am like 99.7% sure that he is.

Hmm tell you what, I'll let you know once I pick up the uncut version *hoping Saturday*....
But in all honesty, the way the storyline seemed to be going, Fiore was just expressing his love for Mamoru as his only friend. I think that when they first meet, Usagi gets the wrong idea and well her jealousy gets the better of her. Other than that I don't really know..meh...doesn't really matter to me =/

Well, I have the uncut version, lol. And I can understand Usagi getting the wrong idea, but Ami-chan was the one who made the comment about Mamoru appearing to be attractive to men as well, and she is obviously a lot smarter than Usagi, lol. If he wasn't gay then they probably wouldn't have put that part in there. I guess it could be considered a matter of opinion, but it seems to me that the evidence points to him being gay.

Ambiguous really fits Fiore best.
But Ami is a definite hint that had Mamoru not been tied to his destiny with Usagi, that there would have been a real romance. Keep in mind that Ami is the one who continually commented about Michiru and Haruta (Neptune/Uranus) and their relationship. Of all the girls, Ami is the one who is most likely inclined to be 'gay'. There are a number of scenes in Sailormoon S where she lets the hints drop, particularly the 'love contest' where she actually says she can learn a lot by watching Michiru and Haruta's romantic 'play.' The fact that she's also the one to silence the group when they're afraid of Jupiter falling for Haruta (making a girl/girl couple) also shows how open she is to that idea.
But the R movie makes it blatant. Ami is comfortable with the idea of that 'type' of relationship, and she is the one to suggest it about Mamoru. Since the R movie comes before the S series, you can pretty much take it that she's a steady supporter of that sort of couple throughout. Not to say that she *is* gay herself, but that she's the one who sees it, like a fangirl will see the hints others take as simple friendship.
That doesn't mean Fiore is gay, just that he's much closer to Momoru than a normal 'friendship' between guys calls for. And that's perfectly fine for the hetero viewers. After all, Fiore is not human, and love does not have to revolve around sex. I didn't see any hint that Fiore was attracted to Momoru. Ami does say that Mamoru is very popular among the guys, but Fiore's interest in him doesn't express that sort of 'attraction.' He wants him, clearly, but it's his companionship and emotions that he wants - because Momoru offered those when they were children.
It's the same jealousy you'd see when you think some girl (or guy - some outsider) is trying to take away your best friend. It's the same reason mother-in-laws tend to be jealous and angry with their sons' wives - jealousy, but not sexual in nature.
I think if Usagi and the predestined future of her and Momoru hadn't already been ordained that Fiore and Momoru could have been in a 'gay' relationship - their emotional relationship builds the perfect spring-board for it. But as the series (and this movie) goes, that isn't the case. Fiore isn't gay or straight - he shows no sexual inclination toward anyone in the movie.
He's clearly in love with Momoru, but that doesn't make him gay. No more than Chibi-Usa's love for Hotaru (Saturn) made her gay.
