Anime in NewType

Hi there.
I was wondering if any of you know the anime (or video game) title I saw in NewType.
In January 2004's issue of NewType USA, if you turn to page 6 or 7 (from the cover), you will see an ad telling you to subscribe to NewType.
Then, if you look at the t.v. on page 6 (or the page behind the table of contents), you will see this girl on it. I want to know what is the anime (or video game) title of it.

its the one with the enemy girl who wears a USSR shirt even though she's an alien or some crap like that. I dont remember the name of the show but i do know what it is =/

Looks like Vandread to me. But that's just an educated guess since it's been a while since I have seen it and the quality of the TV's picture isn't very good besides being small
