It's actually one of the many books that the creator of DBZ, Akira Toriyama does. He puts his original drawings in books like these. Those are the drawings that he had originally and the colors too, but when they were translated into english the colors were changed and some of the drawings too 'cuz the U.S thinks they're too violent for us innocent kids...not!

There are no "colors changed" when the books are translated into English. And only recently has Viz started altering a VERY small amount of artwork (one being a chapter title image where the heroes flip Cell the bird).
Regardless, that daizenshuu has absolutely nothing to do with Toriyama's artwork. It's just a collection of images showcasing all the different cards in the Japanese "Carddass" series.
