I presume this means that he did not set a high enough bitrate on the initial capture. Does he still have the source? Can he capture it again? What is the source in question, for that matter?
Most of us want to watch AMVs at full screen, so downscaling really doesn't help much.
Also, if XVID is the codec, then it shrunk the filesize, not the fact it was placed inside the WMV container.
What is your editor? Established pre-processing steps should be enough to make any initial MPEG2 source into lossless editable files.
