The fact you did not illegally obtain the footage still doesn't allow you to throw certain names around on this forum. You'll have to concede that willingly playing smart with words to trick mods into thinking you went against the rules isn't actually that brilliant of an attitude for someone who was already banned twice for going against said rules.
But well, it's a technical analysis that you want, so here we go.
As the end framerate is of 24000/1001 and the combed frames are one every four in a pattern, I can safely assume that the original source was a 3:2 pulldown which was IVTC'd. However the IVTC process wasn't quite satisfying, as the frames that needed matching weren't properly handled; specifically, they have leftover combs, which are either the byproduct of poorly aligning fields not properly filtered or a straight up postprocessing of a single field instead of the field matching (the latter is the most likely scenario). This is visible in frames like these:

Along with the leftover combs, there are also unmatched frames, though, which were not corrected from the fails made by the automatic matcher he used for the IVTC:

There is also blending in some scenes, which however could already be part of the source, or due to blended speedup during the editing, so I'm not going to fault them to the encoder, since I don't have direct access to the source in order to judge on that. It does however seem that scenes which do not show leftover combing are in fact blended, so my guess is that two different IVTC approaches were taken, both with their faults:

These of course are just examples. The whole AMV is full of frames that fall in the various categories, with the combed ones especially visible during playback (and thus very annoying). It is an overall subpar encode.
PS: Bonus fact, MPEG-2 fuckups were not filtered in any way, not even the slightest attempt:
