Should be 16:9, it isn't.
- Encode Quality
Honestly, it's bad. The filesize isn't too heavy, so that explains some of it, but not all. This was fuzzy, grainy, pixelated, and oversmoothed.
- Pacing
It's hard to make a romance video with elfen lied, so I give you some originality points for the attempt, however I simply feel that the scenes you chose, despite the cuts, did not adequately follow the pacing of the song. You had cuts, but they were cuts within the same blocks of scenes. Essentially, it felt like there was very little movement in this video. I felt no romantic emotion between the characters, and the scenes you show were hollow. The white flashes were interesting, but interesting in a separated way. They didn't seem to help build a coherent whole.
I think the concept is workable, and I like the song, but I really think you need to spend more time storyboarding how you're going to move through the scenes. The progression you currently have just doesn't do the job.

Im going to flat out say it.
I have little to no experience with rendering video. The video was resized to 720x480, Im not sure what the original ratio was, but thats why it looks fucked up. Encoding, I dont have the ram/virtual memory/whatever, to do much with it. Exporting from Vegas alone takes a hell out of my going on 6 year old PC.
As for the general pacing, I really wish I had more scenes I couldve used. Im glad the song was short, because in all honesty I got worried I wouldnt have been able to finish it. I didnt want to add the transitions in, but some parts just looked odd without them.
I guess, I dont know.. it was a failed experiment...

Hm, not bad. I gotta say i digged the song. Like you said the shortage of clips really did show. I would of gone for more of "i'd kill for your love" sort of angle on this video, but the cute kind of works too. Synch was sort of random, sometimes it was pretty good, and others it was like you were off by a bit. Practice and you could make some pretty good stuff, but for now:
