Hi i'm new to the whole AMV scene and am wondering how you can get publicity out to people to have them watch your videos or is it something like building your reputation over time?

Best way to get attention and have your videos seen? It may sound like common sense... but... well... make a good video, and people will see it. And tell their friends. And they'll see it.

Avoiding the inevitable conversation/discussion/argument on what a "good" video is...

Other than that, there's the "AMV Announcements" forum you can use to announce a video when it's out, and the "Opinion Exchange" forum to go and swap opinions with people.

Go and post in every free op topic possible.

Do as many op trades as possible too, if you're up for it.

If you've made a "buzzworthy" video, it'll get around.

submit videos to conventions
if they get accepted, theyll get publicity from a whole roomful of watchers.
