What is the penalty for uploading an AMV that does not have anime?

possible bannination? If you do it too much probably, but don't do it anyway, It will only get deleted.

If you just list it, the listing will be deleted. If you try to put it on local, you may have your uploading rights taken away completely. It depends on whether you did it out of ignorance (not realizing it was against the rules) or on purpose (knowing it wasn't allowed and trying to circumvent the rules).

Exactly. Since you have asked, you obviously know that it is against the rules, and thus pleading ignorance is out of the question for you.
