Hmm...
1) have you waited the time it says (I think it's about 10 seconds) the first time? It should show a link once the time expires, at least. If you're trying to get it repeatedly, I think you have to wait a minute between re-tries.
2) What browser are you using? That may be the cause of anomalities, too.

ok. i've already waited 60 seconds. i've waited 10 seconds for the reload. I've turned off my download speeder upper and uninstalled it and i've turned off my pop up blocker. i have not downloaded a single video and yet it still sends me the error: you have attempted to download a video too soon after another download. why?

Chances are you just need to clear your cookies. You'll probably want to switch to Opera - for the ability to resume local downloads - but if you don't want to add new software, try this:
Log out of your account and close the window. Right-click your Internet Explorer icon. Click 'delete/clear cookies,' click 'delete files,' click 'settings' and 'view files' - manually delete the cookies that remain (if any do). Open a new page and log back in. Try the download again.
That error usually means you need to clear your cookies - if you're using Internet Explorer. And always make sure to check the 'settings/view files' for those two org cookies that like to hang around. >.>
