I think since the VCA is basically the one thing that everyone has the chance to participate in, that it is our user-right to be able to select which categories are the categories that everyone will vote upon (something like AWA Pro style).
Basically my suggestion is that when a person suggests a category for the VCAs, everyone has the chance to VOTE if it will be included into the actual "contest."
I'm basically suggesting this, because I've wanted a non-anime category for 2 years since that's what I've been making for the past couple years (although I have made actual AMVs). Phade should not be the only one to decide which categories are involved and which aren't.
