I didn't think cows jumped over cliffs....I thought only lemmings did that in huge groups.

What about...if every member was a rhino, they don't run over cliffs.

Depends on their eye sight and brain capacity. Despite their large bodies, cattle are relatively dumb. Horses, on the other hand would split in two - half going over the cliff while the smarter ones realize what they're doing and turn in time. Think of the people flaming as the dumb cattle - the ones that don't realize they're hurting themselves and just keep going straight. The smart ones already caught on and turned (the really smart ones never got into a frenzy in the first place). The dumb ones keep going unless something stops them, whether it's education making them smarter, or a wall they can smack their heads into and hopefully knock sense into them.

That's the problem, they refuse to show restraint so some sort of 'action' needs to be taken. A specific problem does exist where people consistently inflame a specific issue over and over again, where they are not treated with respect, I see the valid concern that those who are flamed will flame others. I understand the group mentality. But again, do you feel that bringing the Site Admins in over such a jeuvenile problem is necessary? I feel that a dynamic form of leadership is required in this sort of situation instead of consequences.
Once you begin to involve the Site Administrators, there is an opportunity for everyone to cry foul, simply because an individual opinion is being expressed. Hence an earlier sig of mine which was a disclaimer.
Again, referring to the people crying foul: If this is taken to the level of which you are suggesting, then, in fact, inevitably people will start getting ejected from the site simply because they're 'flaming' others. A simple disagreement of opinion could cause this. Anime is as controversial a subject as Religeon and politics.

Any suggestions on this active leadership? perhaps a arrangement with the moderators and some of the more established people who don't violate the rules could regulate out the flames as they see them, or warn the people who typically flame the others... it's a suggestion.

I just feel that this situation could escalate into a serious matter where people are expelled simply for disagreeing with a specific opinion. That, I feel, is where this will lead. We cannot allow such restrictions, we should control our own actions, and help people to understand that by flaming, they are becoming more and more in danger of becoming shunned by the main body. Let me ask you this: Do you feel that this would be a open and free forum if someone was to give a differing opinion on a particular subject, and they were warned by the mods? The Mods shouldn't have to baby sit.
I'm learning how be a network administrator, and I hate the idea that i may, in fact, have to babysit. I think that they would hate that as much as me. We should govern ourselves, be responsible for ourselves, and either advise those who are in danger of being irresponsible, or demonstrate through actions that flaming shouldn't be tolerated.
