This would ask a banner creator to provide details of any borrowed (not "stolen"...that word doesn't make sense in this context at all) artwork. We could then link that data and make it conveniently publicly available, perhaps as ALT text or accessible when someone clicks on a banner.

That would make the usage the 'same' as what we currently do with anime footage and songs. Give credit by naming the owner/source and it's 'using without express permission' instead of 'plagiarising'.
Keeper of Hellfire: The difference is when we use an anime, we give credit to the creators by naming the anime used. When we use a song, we give credit to the creators by naming the song (and the artist). When people use fanart and original art (which *is* copywritten if it's stolen from deviantart.com) they give no credit to anyone.
Name me one banner-maker who credits the 'copyright holder' when he steals a picture from a professional artist's website and puts it up under his org name. I'm not talking about 'stock' images that are 'known' to be owned by the creators of the anime they're taken from. I'm talking about pictures artists make of their own 'original anime-styled' characters, that banner makers steal and put up without giving credit to anyone.
Just because an artist draws 'anime-style' pictures doesn't mean he'll react to the 'usage' of his work the same way anime owners do. A good video promotes the anime used. A stolen picture (which doesn't list the true artist) doesn't promote anything except the person who stole it.
