PM Issues

I have an issue for the life of me I can't figure out. whenever I try to send a PM, instead of sending, it goes to the outbox. You'd think with an outbox, there'd be some way to send it "out" I can't find it anywhere, and have been seemingly effectively shut off from PMing anyone.

help?

Sometimes PMs wont send because the recipient has a full inbox, I think.

when you send a pm, it goes to the outbox until the recipient reads it. then it goes to the sent box. a message in the outbox has been sent, but you can still edit it.
