Problems downloading even the smallest of videos

You might try limiting yourself to one download per time. If you're timing out that often, finish one (with the full speed available to you) before you get the next.

/on dial-up, downloads one vid at a time without a resume program, hasn't had any need to resume even with 90mb videos, IE user

How would one go about doing that? I can't seem to find it as an option.

Server timeouts was my initial idea regarding this because everyone else on the network here that i have spoken to has the same problem. something between the org and this network is not synching up properly.
