Easy to cheat on banner contest??

Lately, I've seen many banners that have won in the banner contest that I thought weren't even close to the quality necessary to even get close to winning. I then thought to myself that it would be possible for some people to get all of their friends to vote for their banner. However, wouldn't it just be easier to create 90 fake accounts? What safegaurds are in place that would deny this from happening?

I searched a bit before posting this thread thinking that someone may have already posted it, but I didn't find one. However, I did find one that was slightly similar here:

I don't know. Someone who'd make 90 accounts just to get a banner through probably deserves to have his up there. o.O

Heh, that was my thought - I mean, if they spend so much time just to see their banner on this site...more power to them. It's obviously more important than anything else they could be spending their time on.
