Hate to disagree with you, but if the target bitrate is set less than whatever was required for the first pass, then yes, it is supposed to make it smaller.Tab. wrote:The second pass isn't supposed to make it smaller, it's just supposed to distribute the bits more intelligently.
If the second pass isn't coming out smaller than the first pass, then one of the following two possibilities is probably happening:
1) Your target bitrate isn't lower than the first pass's average bitrate.
2) You didn't select "Full quality first pass" when encoding the first pass.
