Get yourself Virtualdub: you will have the option of saving the file as a sequence of bitmaps ;)
You should never underestimate the predictability of stupidity.

Animation Shop allows you to import and export avis (and obviously gifs, motion png, and some more obscure formats).

Premiere 6.0 has an export to .gif option, but I didn't have too much luck with it. If you have the program you can give it a shot, but don't bother getting it for that reason, there are better programs I would imagine.

If you happen to have Ulead's PhotoImpact, you can use the GIF Animator tool to save a clip as a series of picture files. (GIF Animator is also sold separately.)

First, launch GIF Animator and open a video file (I use AVI files; don't know if it will handle MPEGs). Then select File-Save As-Image Frames.
You get a choice of either PNG or JPG. If you need GIFs, you can use PhotoImpact to do a block file conversion (select File-Batch Convert).

If you don't have PI, I wouldn't buy it just for this feature. VirtualDub is freeware. I haven't used it, but if turboneko says it works, that's good enough for me.

in a separate folder..
And then use Adobe Image Ready...!
File -> Import -> Folder As Frames(the folder you exported the bmp files) and there you have it!

eh? oh yeah go for it try it out, very confusing to use at first tho..cause you wont know what to do, just..twitle with it for a day or so and youll figure things out, the program is completely free, they say they want you to pay for it, but its just for dev money, and you can still use full features after the 30 days..its just to nag you to give them money, 100% free tho nothing to worry about, you still get full features after the 30 days..it'll ask you 1 or 2 questions tho after the 30 days, its gonna ask if you wanna use if for business reasons of idividual purposes, say idividual purpose's youll get all features. blah blah..ok enough..
